Before I get blasted or asked no I don't have a log. I stopped using any filters on my screen capture for games when I noticed my stream looked more like it was 360p than 936p. I'm looking for ideas as to what could be going on as I know many people use them to brighten their stream a little when playing dark games. I turn them off and the stream goes back crystal clear. If I record with them on its also blurry, turn them off and its a perfect recording. Using Nvenc at 6000 bitrate. I'll give PC specs below

None of the system is working hard and it generates the frames insanely fast. I get no lag time at all. I will say however i have a 1440p monitor and play in 1440p. I have base canvas set to 1080p and downscale to 936p. Would any of this cause issues. I capture screen rather than game capture also. Any ideas are welcome.
If a recording log file would help I can try and get one of those also. Not sure if its the same as a stream log.
