Blurry stream when using filters on screen capture

Before I get blasted or asked no I don't have a log. I stopped using any filters on my screen capture for games when I noticed my stream looked more like it was 360p than 936p. I'm looking for ideas as to what could be going on as I know many people use them to brighten their stream a little when playing dark games. I turn them off and the stream goes back crystal clear. If I record with them on its also blurry, turn them off and its a perfect recording. Using Nvenc at 6000 bitrate. I'll give PC specs below
R9 5900x
4070Ti
32gig 3200mhz ddr4
gen4 m.2

None of the system is working hard and it generates the frames insanely fast. I get no lag time at all. I will say however i have a 1440p monitor and play in 1440p. I have base canvas set to 1080p and downscale to 936p. Would any of this cause issues. I capture screen rather than game capture also. Any ideas are welcome.

If a recording log file would help I can try and get one of those also. Not sure if its the same as a stream log.

If you're gaming at full screen at 1440p, then set the base resolution to 1440p and output to 936p (read up on it and it's interesting).
Use game capture for games. If it doesn't work, try window capture. Display/screen capture should only be used if neither of those work or if you need to capture Windows stuff (desktop/start menu,etc). Also post a log of the issue, either will work. if recording, use the "use stream encoder" option.

I'm going to try 1440p to 936p @6000 with my rig and half-life 2 stress test.

I'll give it a go tonight. I'll do some recordings to get logs too. The downscale barely uses any resources from my system. I've watched lots of videos saying base canvas doesn't have to be set to your actual gaming res. But I'm not sure if it affects filters. I'll also try game capture instead. I've had other issues with that but it might be better than this.

Generally, you want to avoid scaling when possible, and you certainly want to avoid scaling twice (1440 to 1080 to 936).

Why would I only get issues when running filters though? I had watched a video saying base canvas doesn't really matter. Maybe they were wrong. I'll change it eventually. I did a recording with nvidia filters and obs filters. causing blurring on the recording and affecting my camera. Another with just Nvidia filters. And one with just OBS filters. If the only thing that stands out is the base canvas then I will change it quickly.

Base resolution is the resolution of your main monitor, the one you're capturing or running the game / program you want to capture.
Output resolution is the one you want to stream too.
Your're capturing at 2k resolution but you've set the base resolution to 1080p. Once corrected this you have to redo the game captures.

Disable HAGS

Display capture must be on it's own scene as it casues issues with game capture method.
Filters, learn the proper way. First goes the gate or noice reduction and then compressor.
Make sure all the audio sources have the same sample rate OBS uses. In this case 48KHz

Stop using advanced output. Keep it in simple output.
The best way is to run the Auto-configuration Wizard (tools menu) and apply the settings it gives. Do not change them. Restart OBS.
Once you restarted OBS, do a stream test of no less than 30 seconds doing all what you normally do. Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to further troubleshoot common issues if any is present.
