Question / Help Blurry/Pixelated stream during fast movement

I've been trying to stream at 480p and no matter what I try my stream becomes blurry and or pixelated during fast movement sections of action games. I stream my gameplay via screen region of my HD PVRs capture software window with aero disabled, otherwise I get a black screen in OBS.

Specs:
i5-2500k 3.3ghz
4GB Ram
Nvidia GTX460

Stream Settings:
CBR: On
CBR Padding: On
Max Bitrate: 1780
Quality Balance: 10
Audio encoding: AAC at 112 kbps
x264 preset: faster
x264 encoding: main
FPS:30

My max upload speed is about 2.1mbps, but that should be enough for 480p/30 without any problems like this no? Any ideas as to what I should switch up so it's not as blurry or pixelated during the faster segments?

That log file looks fine, so your options are fairly limited.

- Stream at a lower resolution
- Stream at a higher bitrate
- Use more compression

The first two probably aren't very palatable, but since (I assume) you're streaming console content, you can probably bump your preset from faster to fast or maybe even medium for better compression. It won't work miracles, but it should help some.

I would try capturing to disk with no streaming at a much higher bitrate and full resolution as a test just to make sure its not the capture device itself limiting the quality.
