Question / Help blurry during motion Help

Gets blurring during motion. When standing still its fine. This happens in all games ive played. Even weak older games that use next to no gpu/cpu.

FOR TWITCH
Questions:
1) Why is it so blurring and how can i make this better for motion?
2) Intel quick sync or Nvidia NVENC - which is better or do you recommend.

My settings OBS:

Encoding--
720p @30fps.

Encoder: nvidia NVENC
Use CBR checked
custom buffer =
Max bitrate: 3000
Buffer Size: 4000
Audio bitrate 128

Under Advanced:
Use multithreaded optimizations checked
process priority class: normal
Scene buffering time : 400ms
Video=
NVENC preset: High Quality
Encoding profile: High
keyframe interval: 2
Use CFR: checked


My rig specs:
CPU: i5 2500k OC'ed 4.8ghz
ram 8gb
gpu: x2 770 Nvidia OC'ed
Triple monitors


My speed results using testmy.net/upload:

File size: 33mb
Results =
Upload: 5.6 Mbps

2 questions for you before we start:
Why is your buffer different from your bit rate and why is your scene time 400?

Ok. NVENC and Intel quick sync are both hardware encoders and as such are not going to give you the best quality.

A detail you forgot to mention was resolution and frame rate. At the settings you have, 720p30 should look pretty good. 720p60 or higher on a hardware encoder at such low bit rates is not a good idea. Have you tried X264? i5's are pretty powerful and you should be able to handle very fast or faster which is better than NVENC.

PS: Don't use Quick sync. Your CPU has the first iteration of quick sync and it looks pretty bad. Using quick sync is only recommended if you have a Haswell CPU.

Oh yea, Resolution is 720p @ 30fps.
But it looks bad during motion.

Not sure why my buffer is different and scene time is 400.
What should they be.
Ill try x264.
