blur video on amd radeon and ubuntu 20.10

I need help, every configuration I make in obs I get blurry recordings, I don't know what to do to get a good image quality. I have used various combinations of bitrate, codecs, also bicubic, lanczos, etc... but I am not getting good results, both in 1080p and 720p.
S.O .: Ubuntu 20.10
kernel 5.9.0-14.1-liquorix-amd64
CPU: AMD Ryzen 5 2400
GPU: Radeon 570 4gb

OMG! I have the exact same problem! I'm on gentoo, and my preview looks fine, but every recording I save looks exactly like your screenshot with those weird scanline-like artefacts. Doesn't matter if I use simple x264 or ffmpeg-VAAPI, no resizing, full screen or window recording.

On a RX5700 XT, radeonsi driver, mesa 20.3.4 (Maybe it's this?), clean kernel 5.10.22, x264 .0.20190903-r1, ffmpeg 4.3.2, OBS 26.1.2...

And that gave me an idea, I tried grabbing the screen with VLC and it has the exact same problem. :( So it's not an OBS bug. Maybe radeonsi, mesa, xorg? Aaand that gave me another idea, try VP80 with vlc... and it works!

So it's the x264 codec that's somehow mangling things!? There's only this version in the gentoo tree, and I found nothing in the bug tracker. How should I proceed with this?

AAArg. It's only vlc that displays the videos like this, mpv shows them fine. So I guess I'll turn there next.

Sorry for the spam, but I have an addendum for tyno994 - VLC only shows this behaviour if set to using VAAPI hw decoding (or Auto). If I set it to no hw decoding, or VAAPI via DRM, it works. Also I tried uploading an affected video to youtube and it works fine.

Just ran into this same issue myself, and guess what, it was indeed VLC. Opened it on Haruna (which is based on mpv) and everything was fine. This thread was lifesaving
