Set your scene buffering time in Advanced Settings to 700.

Outside of that, I don't see anything else particularly wrong. Are you sure everything;s plugged in correctly, and the Elgato is not in use somewhere else? Does the Elgato program capture correctly?

Yes, i can record perfectly fine the the Elgato program. It works perfectly normal. Every time i use OBS to record or stream it turns my elgato on, then my TV screen goes black and i get a black screen on OBS

Make sure your inputs are set correctly.

To do that, start the preview. Right click on the Game Capture HD source, open properties, then go to configuration. It should open another window with the style of the Game Capture HD software. There you can set the input.
