Open your game capture source and check the "Stretch image to screen" box and see if that helps. Also, if the game is running at 1280x720 then why are you streaming at 1920x1080? Upscaling like that is pointless and a waste of resources. If you intend to continue running the game at 1280x720 then set your base resolution to that as well and set the Resolution Downscale option to "none".
