Question / Help Bitrate suddenly fluctuating.

Been using obs for about a year now. bumped up to xfinity turbo boost around july. Worked perfectly, streaming at 3k bitrate with a steady 15 m/b upload. I moved into a new place, not too many issues. Except suddenly without any explanation roughly once every 7-10 days my bitrate fluctuates uncontrollably. Called comcast, ran speed tests and having them constantly tell me nothing was wrong with the service. Yesterday was by far the worst incident, obs bouncing between 0k/bs to 700 to 1400 and back and forth, sitting at 0k/bs for a solid 10 seconds with nothing cutting out and my audio still working perfectly. I've tried swapping twitch servers, I've tried resetting my router, even exchanging my router. I've uninstalled OBS, updated OBS, i don't know.

I had a similar issue with comcast when I moved to my first home. I had them for years without issues in different places. They will tell you there is nothing wrong and that your upstream signal looks ok in their end. In my case, my downstream was very good but my upstream was horrible and during online gameplay it will really show how bad it was and that is one of the reason I stopped streaming all together for a long time.
Hopefully that is not your issue. Sometimes there is a problem between the way you are routed to your destination. Have you tried another twitch server ? Once I had a problems with a specific server that i had been using for a long time (new york) and switched to the Washington server (i stream via hitbox) and my upstream issue was gone. I would start there, it might be as simple as that if you have not tried. There is an OBS that will ping the servers for you and you can pick the one with lowest ping.
