Question / Help Bitrate jumping over max and buffer size ?

I'm wondering can I somehow limit this ? I usually stream at 3300, I have stable 4.86 upload but those spikes for 3700/3800 are kinda annoying, basically all the time.

There is a ss of my settings although its messed up since I'm new to dual monitor setup and obviosly I didnt do something properly :)

Also lately I'm trying to stream on 45fps since looks similiar to 60fps and I'm making free place for my cpu aswel :)

Problem is that my bitrate is jumping to 3700-3800 even though it's set for 3300. Can i somehow limit that ?

So any help on this or atleast confirmation that I cant do anything about this ?

When I used to have 2.5mbit upload, with 2000 bitrate it was 2300max, now with 3300 I'm getting spikes to 3800 or even 4000 at some moments. I kinda want to avoid that.
 
This is normal. The CBR mode is only relatively CBR compared to the default mode. CBR is actually a bit like an ABR (Average BitRate) mode, where you'll see the bitrate fluctuate around a certain value. It also heavily depends on the source material. Nothing to worry about.

But.thats making dropped frames for me sometimes hm. CPU usage is on 50% when that happens, Weird, I thought that I can cap max and not worry about that.

Also, does streaming in native 1280x720 lower quality of stream comparing to 1920x1080 native downscaled to 1280x720 ? I have feeling that I have better quality with downscale on bigger monitor..
