Bitrate Issues

So I've spent most of the last few days trying to figure out why my bitrate keeps dropping and the little quality icon goes red. Twitch Test gives me a quality of between 0 to 40-ish. I used ping plotter and ran a test stream and got the results below and I don't really know what to do, if anyone has any insight it would be much appreciated. If you need any more info please ask and I'll provide it.

Here is old but still good suggestion that highly likely your connection is not OK:

The Twitch Test results are concerning, even though most of the servers are fine, the fact that all the bad servers are tested together seems to suggest your connection is degrading for short periods. If this were to happen during a stream, you would likely experience dropped frames or disconnects.

Have you tried a different method of connection instead of the USB Ethernet adapter or checked for driver updates for it? Perhaps try different USB ports?

Good connection to some servers doesn't mean good connection to everywhere (no solution in this thread, just an example):

Thread 'Instant dropped frames when streaming to twitch with obs'

Long story short decided to stream directly to twitch from obs to see why i was having a delay issue and noticed instantly i was getting dropped frames.

I then went to check the bandwidth test and it shows only 300 ish kbps which is weird. as i have gigabit internet.

I'm able to stream fine to tiktok and youtube with multi stream on streamlabs. but when i introduced twitch into the mix i had huge delays so i wanted to rule out the issue by streaming directly to twitch on obs on its own.
