Bitrate Issues for 3-4 Months if Not Longer

My ISP technician also did a Ping Plotter test and found nothing on his system so I'm not sure what good this will do to show it
Ping plotter - don't show any info on over your computer, this show actual state of network.
Ping plotter run when run OBS and lost packet, remember this moment and check on chart.

I did that yes, no packet loss, I gotta get back to work I'll see what I can find but I have not gotten any packet loss.

Other way - how high was the ping and whether it was increasing?
e.g. typcal ping 30 ms, but if increasing to 200 ms this is the problem and system reject packet (lost).

Ping Plotter detected my internet being stable as always, I pinged to Google and Twitch.tv with internet being within the normal bracket and saying it was stable enough. It never went into yellow or red brackets. As I said in my post I have tried EVERYTHING on this forum as well.as even went into Reddit, about bitrate issues and dropped frames I have done extensive research to the point there are no more posts or forums to go by and NOTHING has worked and nothing is wrong with my internet so I'm at a loss. That's why I came to the forums to post this to see if anyone else has gotten this issue since no one else has really posted this problem with their internet being fine but still getting sporadic bitrate and dropped frames.
