Question / Help Bitrate constantly fluctuates from 0 to 300 or so; No packet loss

I have been having issues with getting a decent upload speed from OBS with no luck. What occurs is that when I start the stream, the connection box is green for a split second and immediately goes to red, and for the rest of the stream, the bitrate constantly changes from 0 kbps to around 380 kpbs every few seconds. There is also massive frame drops (up to around 80%)

My current settings for streaming are as follows:
A safe 750 kbps bitrate
1280 x 720 resolution
24 frames per second
CBR Enabled
Video Encoder: x264
Audio encoded to AAC at 128 kpbs; 48hz
Streaming on Twitch.tv (I have tried all servers with no change in result)

My Hardware:
Intel Core i7-3610QM @ 2.30Ghz (8 CPUs)
8 GB of RAM (8192mb)
AMD Radeon HD 7670M
1756MB of VRAM
My computer is running on Windows 7 Home Premium with DirectX 11 enabled

Note that I am trying to stream a game on Playstation 3 so there is no hardware power loss due to the game itself, only to google chrome, hauppauge capture, and all other usual background processes. I hope you can assist me with this soon. I have a scheduled stream in less than 3 hours and I'm not in the mood to try and wing it with hauppauge capture streaming (which if you weren't aware is the worst streaming software in existence).

I have read the forum post you linked, that is where I got the idea of testing all of the servers

I made an account on hitbox.tv and did a test stream with two servers, both of which offered the same results as those from streaming to twitch

BUMP: There has been a development!

I noticed that when I changed my bitrate from 750 to 2500 kbps, the feed began to fluctuate not from 0 to 380 kbps, but from 0 to 850 kbps. I hope this helps!

Can you check to see if you have any LAN driver add-on things (perhaps that came pre-installed with your computer) that could be getting in the way?

No, but I found a strange little program toshiba put on my computer for driver updates that I've never used before. Let me take a look around a bit and see if there's any changes
