Question / Help Bit rate capped?

Just upgraded to Windows 8.1 -- seems like my bit rate is having issue going over 2949kb/s and I end up dropping a massive number of frames running at 3000 max bitrate 30fps in 1080p.

These are my internet stats:

i7 2600K
16GB DDR3
GTX 570

I've tried all the US servers - the bitrate on the bottom right caps at 2915kb/s when before I switched to Windows 8.1 this wasn't an issue.

ShaperProbe results? Luck with other services like hitbox.tv? There are more suggestions than just "try a different ingest server" in that thread.

Xsplit seems to be able to hit over 3k bitrate -- just not OBS.

I am getting the same issue while uploading to hitbox.tv

The bit rate in OBS is consistently frozen at 2916 +/- 20-30 kb/s but it never reaches over 3k - I don't have this issue with XSplit (I was using OBS before I switched to Windows 8.1 so I know I can get at least 4k bit rate with my system)
