I heard Pandora costs alot of CPU usage, and I'd think Youtube would too considering it's actual video playing sometimes.

What's a good way to stream music without it maybe tearing fps in game? or just generally low cpu usage?

You mean a music player? Foobar2000 has a very simple and minimalistic design, has almost no RAM usage, almost no CPU impact and supports local audio files and streams, for example internet radio. I think it's worth trying, with ColumnsUI (afaik) plugin, you can hide it to tray and with Now Playing Simple you can output formatted string to a text file about what are you listening to at the moment (check out my guide in Guides).

If you still want music from Pandora, there are third-party Pandora clients that use a lot less CPU:

http://www.adamhaile.net/projects/elpis/ - a nice graphical client
http://6xq.net/projects/pianobar/ - pianobar, a console based Pandora client, which uses virtually NO resources. It's not that hard to learn the hotkeys (Just type '?'). Definitely worth it if you're looking for minimal usage.

And on the plus side, when using a third-party client you can skip as many songs as you want ;)

Edit: but yeah, foobar2k is great if you have an internet radio station or the music already downloaded

You could also try lowering the cpu priority of the app you use for music to see if that helps at all... probably not - but worth a try!
