Question / Help Best way to limit game fps

Hello all - I realise obs forum might not be the the best place to ask this but then again - what better place to find people dealing with these issues...
So i need to find a way to limit Assassin's Creed: Unity FPS,
if you have tried streaming it you will know why - cpu usage is mindblowing!
FX8370 @ 4.7ghz / overclocked GTX780
if i force the game to run 1440p on my 1080p monitor i can increase the stream settings since the GPU bottleneck relieves a noticeable amount of cpu resources... yes game runs poorly (30-40fps) that way but i can get a much better looking stream!
just limiting the game fps to lets say 40 should work fine too - i can live with it on this particular title!
any suggestions?
 
Ok - I just found a fantastic solution for this game! - Separate the Game and OBS exe's to each be allowed to use 4 separate cores/threads in task manager - and voila! It can suddenly handle 720p30 "fast" or 864p30 "faster" with duplicated frames well less than 1% - it was absolutely impossible when the game and obs were left to their own devices - even with obs priority set above normal! (toughest setting it could then handle without high encoding messages = 616p30 "faster") the game's fps does suffer a bit but it's still totally playable and can't annihilate OBS anymore! also disabling in-game v-sync and then forcing it externally (triple buffered) seems to help the fps of the game a bit...
