Question / Help Best stream settings to use for Twitch?

So here's my setup:

OS: Windows 7 Ultimate 64-bit
CPU: Intel Core i7-3770k @ stock
RAM: 8GB Corsair Vengeance DDR3 1333MHz (2x 4GB)
MBO: ASRock Z68 Pro3 Gen3
GPU: Nvidia GeForce GTX 760 (MSI, Twin Frozr Model)
Storage: 500GB WD Caviar Black & Samsung 840 Series SSD (628GB Total)

Upload speeds are around 8.4 Mbps.

I've previously had an i5-2500k for streaming but I couldn't stream CS:GO nicely with a stable FPS.
Now I wonder, should I be using QuickSync? Would that lessen my CPU load / give me a better quality?
Also, I'm unpartnered. I'd appreciate if someone helped me set up my stream with these new settings so I can get optimal quality.

Hardware encoders like Quick Sync and NVENC lessen CPU usage and quality compared to x264 at the same bitrate. They're good for local recording where you aren't bitrate limited but poor for live streaming. As long as you cap your CS:GO frame rate to something reasonable you should be able to stream at 720p60.
 
@Sapiens What's a reasonable framecap using my setup? I'm also playing on fullhd in-game if that info is needed.

Edit: Also, do you think I'll be able to use lanczos filtering?
 
In that case 144. 250 is bordering on not doing anything at all since I think the engine tops out at 300. Try whatever settings you'd like.
 
@Sapiens I have a 144hz monitor though. Also the higher the FPS the less input lag you have. Will I be able to handle 250?
Force OBS to ignore cores #0 and #1 in task manager. CS:GO will use the living daylights out of core 1, and with no excess load on core 1 or its hyperthread, your in-game fps should tank much less and you should easily be able to squeeze out quality.
