upload would be fine for 1500 bitrate with 720p yet your cpu will not keep up with the work and depending on the game you are trying to stream you'd probably end up with 360p or 480p max

Actually, i dont know about that cpu's integrated gpu's capabilities but maybe he could try quicksynk. I still think that that upload is a bit too low for 720p, because he would be propably able to stream 1500-1600kbps. Ofc, depending on game.

true completly forgot hes running an intel cpu now it comes down on your motherboard if its support qsv ;) google "how to enable quicksync" literally first link will tell you what to do with qsv you can do 720p30 without a problem yet you would still be at around ~1500 bitrate due to your meh uploadspeed
