Alright here's the breakdown.
My Internet and video card is good but my CPU & ram aren't that good.

Internet Speed Test:

To Closest speedtest server:

To location that i will stream:

Video Card:
Sapphire Vapor-X R9 280x
CPU: Pentium Dual Core E6500 @ 2.93ghz - yea i know it's shitty
6gb DDR3 ram
1080p monitor

I want to stream Diablo 3 ROS.
So i would love if someone gave me some suggestions on how to setup obs for best stream.

The estimator can only work with what hardware you have available. If your system is not powerful enough, for which your CPU is a perfect indicator, its not really possible to stream at a decent quality. You will have to use a low resolution, low compression and low framerate. The only thing you really have available is upload bandwidth which is not helpful in the end. You could just crank up your bitrate, but then noone will be able to watch the stream.

What is the major contributor to quality?
Currently using the fastest compressions methods, 1.50 scaling and 2500 bitrate. using CBR and 30 fps

not to be rude... but if i would be in your position i would give up streaming until you get a new cpu

the max you might do is preset on ultrafast with a 2.0 or maybe even 2.5 downscaling else your cpu is going on 100% all the time just by encoding your desktop and then you try to stream a game (god bless diablo isnt cpu intensive but other games are)

Actually diablo takes a fair bit of cpu, thank god it relies more on video and hard disk. Actually i kinda can stream around 720p but not quite there yet ^^ and it isn't 100% cpu usage too

To answer your question, bitrate is what increases the quality the most. But for online streaming we of course do not want to exceed a maximum. (Currently around 3000/3500kbit) So your stream provider does not ban you and people can watch it.
