When there is motion on the screen it gets really blurry and pixelated...
What should my settings be to get less motion blurr with Quick Sync?
I'm assuming you are talking about bitrates that twitch accepts, i.e. 3500kb/s max.
QS and NVENC will not look as good as software x264 at those low bitrates. At the moment no matter what you tweak or try it will look more blocky and blurred than x264 (period I'm afraid).
If you want to use QS for the sake of lowered gaming PC performance impact while maintaining good video quality you will need to use some kind of dual PC setup, like the nginx-rtmp setup described here and here.
