I think your CPU supports quicksync, use that with 720@30fpsMy PC:
-Intel Pentium G3220 3.0GHz Dual-Core
-Asus AMD Radeon R7 240 2GB
-4GB Memory Ram DDR3 1600MHz CL11
-Monitor Samsung Full HD (comming soon)
Best settings for my PC?
I love OBS for very small videos and i use it for
record/stream minecraft and CS:GO ;)
Thanks!
Ma' friends...i need setting please. :(

I can't use the quick sync on video encoder:(
your CPU is to slow by itself to do x264 encoding but I think your GPU has VCE 1.0 which will work with the below build of OBS:
https://obsproject.com/forum/threads/obs-branch-with-amd-vce-support.13996/
This build will take the loading from the CPU and put it on the built in encoder with your GPU.
R7 240 does not have VCE unfortunately, I would have mentioned it if it did.If that's the case, you're probably going to have to enable the iGPU in the motherboard's BIOS.. Check the Device Manager first, though, to see if it's already there; you're looking for anything along the lines of Intel HD blah blah under Display Adapters
Alternatively, you might be able to use the VCE build and make use of your GPU for encoding

at that time it was any GCN compat card but for some reason, some of the low-end cards didn't get the encoder.Ah, I thought they would've followed Nvidia on this one where they just require a 600 series or higher
