Was just wondering whats the best bit rate settings I can get without getting major lag while playing the games

Your PC specs are important for determining settings, too.

With that upload speed however, you're going to be pretty limited to the extremely low-resolution/low-fps stuff to get any kind of decent picture.

My computer specs are

amd a8-5500 apu with radeon(tm) hd graphics

12 gb of ram

64 bit OS

3.2 ghz ( 3.8 with turbo )
