Question / Help Best Settings for my build?

I want to stream in 720P with 30 FPS but i don't know what settings to put on my main desktop resolution, and OBS.
I want to basically get the best i can out of my build.
I mostly stream The Witcher 3, The Binding of Isaac, CS:GO, and League of Legends at this moment.

My Internet Speed: Yes i know AT&T sucks, my upload is really 7.5mbs though, i would stream in 1080P but i can't because they recommend partnership and 10mbs upload +
