Question / Help Best settings for low spec?

I want to stream but I don't see the point of streaming if the footage isn't clear. I don't know how to show my spec but It can run games likes League of Legends at 150 FPS and CSGO at around 60. I've tried streaming but it usually comes up with a '
WARNING: High encoding CPU usage' I brought the FPS down to 30 and it's just horrible
 
Go to Help>Log Files> Upload latest log file. Also give me your upload and download speeds, and I'd be happy to suggest some settings for you.
