Question / Help best settings for amd pc

Hello everyone in this beautiful day. I have problem. with my pc and settings.

AMD x8 8350
Radeon r9 380 4GB
Ram 16gb 1600mhz
SSD 128 GB HDD 1TB


I would like to stream my CS:GO games for my friends to teach them. But I need best settings for OBS and game, I try it one time stream and game lagged a lot with that pc?

720@30fps 2500 bitrate everything else should be twitch recommended settings (i.e. CBR and padding, CFR, key frame interval 2...)

Make sure you do not use any launch options like -high or -threads with CS:GO.

Lastly, later you can increase some settings once you post a baseline logfile with those settings during an active game preferably a 128 tick server.
