Your buffer size is Huge.
The reason people have problems watching your stream, is because you have a huge bitrate/buffer.
I advise you to keep your bitrate and buffer between 2000 and 2500.
The reason why is explained here

You're running at 3500kbps. Many viewers will buffer at this rate; it's why it is strongly advised that non-partnered streams use 2000kbps at maximum. More than enough for a decent quality 720p@30fps stream.
Partners can use higher bitrates as they have transcoding available... if someone's connection can't handle the Source bitrate, they can drop to a lower-quality transcode and still watch.

Both of those said, yes, 10K buffer is silly. Turn off the custom buffer size. There are a lot of 'tutorials' out there full of parroted bad information by people who don't know what they're doing, just repeating something that someone else told them. You almost never need a custom buffer, despite most of these terrible "tutorials" recommending them.
