Question / Help Best set up for stream

I have a sustained upload rate of 14.0 - 14.5Mb/s

Intel(R) Core(TM) i7-3930K CPU @ 4.70GHz (12 core)
GTX Titan 6GB
16GB DDR3 @ 2555MHz

I want to stream at 60fps 1280x720p (1.5 downscale from 1920 * 1080)

What would be the best settings for this setup?

Generally 3000 video bitrate is great for 720p 60fps.
