Best obs settings for me here is my pc

And my upload is good so i can stream with 6000 bitrate with no lag ;)

There are no best settings in OBS. Your best bet is to run a test stream with the target bitrate, and then post a logfile after ending the test stream to see if there's any issues with your session.
