Question / Help Best 720p Settings on a single pc?

Before I say anything here are my specs
CPU = FX 6300 OC to 4.4
GPU = Asus R9 270 DirectCU 2
8 GB Ram
1 1080p monitor(the one I game on) and secondary 1440 x 900 monitor (to make sure the stream is still up)
Samson Meteor Mic
Monoprice 8323 headphones

Is 720p 60 fps stream in a game like CS GO or any other AAA game possible in this setup or should I drop to 30fps?

Here's my VOD and yes I was trying 720p 60fps at the ultrafast preset but looking back at the VOD that was a bad decision.
Here's the log file from where the VOD was from.

set preset to veryfast preset. set your keyframes to 2, CBR and padding enabled, if you can raise your bitrate for the chart below, it would help

720@60 3500bitrate (I dont think you can use this with veryfast but try it)
720@48 3300bitrate (this might work well for you)
720@30 2500bitrate (use only if you get lag with the above)
616@60 3300bitrate (if you just HAVE to have 60fps)
616@48 3000bitrate (this should work and not stress your PC)
and so on...

this is all with veryfast preset as setting it to ultrafast just ruins stream quality.
