When I record locally on obs, it looks bad when I open it as a file, my pc specs are fine (i7, 8gb ram, 750ti) but I dont understand the bitrate and cbr stuff and was wondering if anyone knew what settings are best for 1080p 30fps

For local recording, the best is to set bitrate to 1000 (default) and buffer to 0 (this will give the encoder as much bitrate as it needs for the best quality.
Oh yes and, uncheck CBR for local recording :) other than that, its fine. If you would like further assistance, post your logfile and I'll take a deeper look into it. its under the help menu. copy the link and paste it here.
