It can take a while to get a reply to this request as there are several guides available which already help you find the answer, plus our estimator. In general we get about 100 of these posts everyday which have been answered a hundred times before and could be remedied by quick search.
Now to your question, your CPU will limit you quite a bit, but you can try to stream with the following settings:
Base Resolution: 1920 x 1080
Downscale: 1.50 (1280x720)
FPS: 30
Bitrate: 2000 (assuming you have more than 2,5mbit upload available)
Use CBR: on
Settings I did not list need no change, apart of your streaming service of course. But you probably read our overview and quickstart guide and know how to do that. After testing, if you encountered problems, be sure to post a log from OBS.

You appear to be using an AMD APU. This is a very weak CPU which will likely not be able to stream at an acceptable quality without significant resolution downscaling or low FPS.
Possible slow server
The server you are streaming to (rtmp://live-lhr.twitch.tv/app) took 847 ms to connect. This may mean your connection or the server is slow, or the server is far away from you. If you are using twitch.tv, you may want to try using JTVPing to find an optimal server.
I anazyled my last logfile just like 5Min ago when i tried the settings above, but it still gets lag spikes for some reason and thats what i got, maybe the slow server could be the problem? But im from Ireland and england is pretty close to me so i literaly have no idea, anyway ill also add my last logfile. Hopefully ye help me :)

Timings looked pretty ok. Especially on 960x540, rarely duplicate frames.
One setting you could change is the scene buffering time (advanced settings) change it from 400 to 700.
Slow server in general shouldnt be a big problem as long as you do not drop frames.
What exactly do you mean by lag spikes, so we are talking about the same thing?

If you are having lag in-game, you could try to disable the preview window in OBS. To do this, right click on the preview window, click preview and uncheck "enable view". I've often seen people have stuttering in game with the preview enabled.

Other than that, if you are still having lag, you could switch to the VCE build of OBS which is supported by your APU (it would take the load off your CPU at least, but there might be some issue with gaming on one GPU (nVidia) and encoding on the other (AMD)..

If you get a black screen with this build after changing to VCE with AMF, make sure your AMD R7 GPU is selected in the video tab and use window capture with compatibility hook enabled.
