Every time i stream the quality is terrible, there is pixels all over the place. I have decent internet and a good rig. I7 4790k, Gtx 980 overclocked edition, and 250 GB SSD and WD 2TB black hard drive. and my internet speed is decent http://www.speedtest.net/result/4510805373.png. I've looked all over the internet and still cant find a soulution. ive set it to 720p and 30fps and it still looks bad.

Turn on Aero (it speeds up both Game and Window capture sources). Don't use Monitor Capture under Win7 under any circumstances, it's horrible, awful, terribad and slow. Use a Game Capture or Window Capture if possible, and if not possible then use a Game Capture on the DWM process. It's how you do passable monitor capture under Win7.

Also, you start off with 720p@30fps, 2000kbps in that log (good settings).
You then switch to 720@30, 1500kbps (bare minimum for watchable 720p, will have lots of pixellation especially under high motion games).
Then switch to 1080p@30, 1500kbps (no stahp, what are you doing, this is going to look like a poop hot pocket).

Set it to 720p@30fps, 2000kbps again. You are never going to get a 1:1 stream, due to the technical realities of compression and bandwidth tradeoff. If you play extremely high-motion games, you may want to consider downscaling further to 480p, to improve your image fidelity in the case of extreme pixellation.
Also, be aware that a number of people have reported issues when streaming over Killer/BigFoot NICs, though your metrics in the log do not appear to indicate that is happening at this time.
