Question / Help Bad quality with 12k bitrate

Hi!
I'll start with my PC spec:
Ryzen 5 2600
RTX 2070
16GB RAM

So the problem is my stream is blurring when I'm moving. Doesn't matter which game, on my gtx 960 there was all ok.
My settings:CBR
12000 Kbps
keyframe interval: 2
best quality
high
look-ahead: off
psycho visual tuning: on
GPU: 0
Max amount of b-frame: 2

1920x1080, 60fps and Lanczos

youtube does reencode everything, so they don't give your content enough bitrate. Nothing you can do about it.
