No, rescale in the video tab.
Lets try to reduce the number of frames being processed. Set video output to 30 FPS at 720 (1280x720).
Start at, oh, say 2000 bitrate and increase in 250 steps up to 3000.
Run those 4 tests first. If it still results in dropped network frames, head over to Intel and download the current driver for your Intel I219-V:

Download the ProwinX64 Windows 10 network adapter and install. Notice this was released in December 2017 and that there have been 15 version updates to date. The recent versions take into consideration recent Windows 10 Creator releases:

If you can't do 720P@30 at 2500 I don't know what else to tell you.
Perhaps its your CPU. It is old, non-hyperthreading and several generations behind. Your 1080 GTX is just fine. Your networking and stability and speed in Internet upload, I'm not too sure about.
If you really really really want to stream with very good quality, you need a much stronger CPU my friend.... at least a 4C/8T CPU. I'd suggest Ryzen 5 1600X with an B350 motherboard for starters. That's around $400 USD (3200 Krona). Even better yet Ryzen 7 1700X with AM4 X370 (around $550 USD).
Forgot to mention I have the I7 6700kI am having the same problem. I have had multiple conversations with my isp and they have done everything they could to help me fix it. The only thing I can think of is that it started happening right around a time that I updated my drivers. Other than that I really can't of much help. It was working fine roughly 24 days ago and I have a vod to prove it, but now with replicated settings and the same internet it is terrible.
