I'm assuming that after the DNS change, you can still hit other websites, including this one perfectly fine.
Have you tried a test stream to the Amsterdam Twitch server today to see if its a service issue?

Bring up the OBS Stats window via View | Stats. Report these items:
- Frames missed due to render lag
- Skipped frames due to encoding lag
- Dropped Frames (Network) for the stream

Set video output to 1280x720, Lanczos at 60FPS

Output Mode: Advanced
Streaming tab
Encoder x264
Rate control CBR
Bitrate 3500
Keyframe 2
all the rest default settings (Preset default, profile main, level auto, use 2pass, GPU 0, B-frames 2)

Then Apply and do test run

All of those were on 0, trying out the settings you say, but on x264 Encoder there is no 2pass, gpu 0, or B-Frames, those are all on NVENC H.264. All other settigns I put on...

All of those should be 0, you havent started streaming yet. They are statistics that will be generated after you do your test.

We'll try both x264 and NVENC with those settings. Press the Reset stats button before pressing the Start Streaming button. Run for a couple of minutes and then stop.

I ran for about 4 minutes, the setting you said on x264.
Frames skipped due to rendering lag was 7.
Skipped frames due to encoding lag was 0.
Dropped frames(Network) was 549

5 minutes on Nvenc h.264 now, same settings.
Frames skipped due to rendering lag was 255.
Skipped frames due to encoding lag was 0.
Dropped frames(Network) was 588

Ok, so it still primarily a networking problem.

I'm surprised though that you got rendering lag because you have a very strong GTX 1080 card.
Your i5 6600k is a decent CPU, not a screamer. About as fast as an older AMD FX 8320 8 core that I used to have.
You should be able to do 720@60 with that 10Mbps upload, CPU and GPU.

Whenever I run into networking issues where frames are being dropped, its usually a service issue either on my ISP end where the are throttling depending on time of day or YouTube ingest servers. Whenever that happens, I am forced to drop my bitrate in increments of 250 until I eliminate the problem. Start by dropping from 3500 to 3250, 3000, etc until you get no more network drops

i can get rid of basically all the frame drops by setting B Frames to 0, but then the stream is still very bad quality, which is annoying and bad... Does it matter if I rescale to 720 in Output tab or Video tab?

No, rescale in the video tab.

Lets try to reduce the number of frames being processed. Set video output to 30 FPS at 720 (1280x720).
Start at, oh, say 2000 bitrate and increase in 250 steps up to 3000.

Run those 4 tests first. If it still results in dropped network frames, head over to Intel and download the current driver for your Intel I219-V:

Download the ProwinX64 Windows 10 network adapter and install. Notice this was released in December 2017 and that there have been 15 version updates to date. The recent versions take into consideration recent Windows 10 Creator releases:

I tested without the stuff you linked at first, I started having frame drops at 2750. It didnt change after I downloaded the thing...

If you can't do 720P@30 at 2500 I don't know what else to tell you.
Perhaps its your CPU. It is old, non-hyperthreading and several generations behind. Your 1080 GTX is just fine. Your networking and stability and speed in Internet upload, I'm not too sure about.

If you really really really want to stream with very good quality, you need a much stronger CPU my friend.... at least a 4C/8T CPU. I'd suggest Ryzen 5 1600X with an B350 motherboard for starters. That's around $400 USD (3200 Krona). Even better yet Ryzen 7 1700X with AM4 X370 (around $550 USD).

I am having the same problem. I have had multiple conversations with my isp and they have done everything they could to help me fix it. The only thing I can think of is that it started happening right around a time that I updated my drivers. Other than that I really can't of much help. It was working fine roughly 24 days ago and I have a vod to prove it, but now with replicated settings and the same internet it is terrible.

Forgot to mention I have the I7 6700k
