Question / Help Bad quality no matter what I do?

For the last day or two, I've been trying to stream games like I usually do. Usually it works without any problems but for some reason it has been really bad quality now, I have no idea why and no matter what settings I try it is still bad. I have reinstalled games, OBS, and reformatted my PC just for this, and it still wont work...

Is my processor really not enough to stream games at 720p? It has worked better than this before!
I uploaded one log file, I can send more of longer sessions later if needed to solve.

The log clearly shows that it has trouble with your bandwidth:
Number of dropped frames due to insufficient bandwidth/connection stalls: 942 (50.3%)
What is your upload? You shouldn't use more than 80% of your upload bandwidth for streaming.

Your problem is you got networking issues. If all of this worked before with the same game, its likely one of these:
1) Ingest servers and data center has problems
2) Network from you to the ingest servers has problems. Your ISP could be limiting your uploading.
3) If you got multiple computing devices in your home, one or more may be affecting your local network. Turn them all off (computers, tablets, ipads, smartphones, etc.)
4) One or more programs/services running on your computer are affecting network output

The first two you cannot solve and is out of your control. The last two you can look into and kill the processes and devices causing problems.

Go to Task Manager and click the Processes tab. Then, click the Network column to sort from highest to lowest of those processes taking up the most network bandwidth. Pay attention to those processes at the top of the list as you stream. They will most likely be obs64, your game, and your browser.

You should run your Twitch admin on a separate computer to alleviate GPU and CPU processing.
With OBS, reduce bandwidth output by reducing resolution, FPS, and/or bitrate.

More times than not, its likely #1 and #2. This happens from time to time. if Twitch service is stable and running, you need to call up your ISP and get them to improve quality of service.

My upload, according to speedtest is 9.5 - 10 Mbps on several different tests.

It shouldn't be #4, I turned all programs but OBS and the game off to test, still same problem. There are only 3 devices that could be affecting this, I turned all of them off and still had problems. I guess it is #1 or #2 then...

Download and run TwitchTest.

It won't determine exactly where the fault lies. it could be your iSP, Twitch, or a combination of both.
But if below 80 quality, it can give you a sense of why you aren't getting good results.

I tried using TwitchTest, my best connection was to US West: New York, NY, at 51 Quality. Which is weird since I live in Sweden, and to the Sweden server I had 0 Quality. Almost everything else is at 0 Quality!

Edit: I tried it again, 30 seconds on each server on all servers, almost everything at 0 Quality again, best was EU: Milan, Italy this time, at 43... This doesn't look good, does it? :/

Are you connected through Wifi service through your Internet Service Provider? You need wired broadband internet service with fiber optic infrastructure.

Don't go outside country borders if a Twitch server exists in your country. Stick to Twitch Stockholm and find a better service provider. Look for someone that offers at least 10Mbps upload.

Connected with wired, so you're saying the only way I could stream in better quality is if I get better upload?

I dont want to rule out the possibility that TwitchTest isn't working for you.

give me a sense of how good your connection is within your country and location:

What part of tracert do you need? Dont want to accidenally give out my IP?

ping looks good.

give me the last line only to give me a sense of how many hops, the total ms to get to the server. Also, note any hops that have problems.

9 hops at 38ms total is fine.

Makes me now wonder if Twitch Amsterdam is the problem.
Tracert to twitch amsterdam to see if there are hop problems
Tracert to live.twitch.tv too

yes, live-ams.twitch.tv is Amsterdam, you did fine. Interestingly, for me, name resolution resolves to a slightly different IP address and I time out.
52.223.192.69 <--- 69, not 70

whats result when you tracert to that

So you can ping to the 70 address, but tracer route times you out. Maybe they block ICMP packets.

Maybe try changing DNS resolvers to Google to see if its a DNS issue:
Primary: 8.8.8.8
Secondary: 8.8.4.4

Then try again.
