Question / Help Avermedia Live Gamer HD Not Getting 60 FPS

While using OBS and OBS Multi my capture card is having frame drops and it doesn't seem like it's capturing/streaming at 1280x720 60fps even though OBS says that there are no frame drops. I've tested a bunch of different settings hoping to get it fixed but have had no luck. I've also tested at 30fps and on that setting it looks no different then when it was set at 60fps. I've used RECentral and on that the 60fps "looks" like 60fps and to my eye there are no frame drops.

Looks like you're recording at 1080p60, not 720p60. The Avermedia Live Gamer HD can't record 1080p at higher than 30fps.
That's just what my OBS settings are at so that the text is at 1920x1080. The capture card itself is at 1280x720 60fps. Found out it's the latest driver though, for some reason it doesn't allow for 60fps at all. I rolled back and it now works except that driver already had some hitches before, though it's smoother then where it was.
