Question / Help Avermedia live gamer HD card + two OBS open at the same time

As the title suggest I followed the guide on having two OBS's open at the same time to local record at higher settings and stream on the other one. The issue i'm running in to though is that my card will only output video to one OBS and not both. One will have the video and the other is just a black screen. Is there anyway to make this work?
 
A follow up question then is there any settings that i'm missing that would increase the quality of the stream and local recording with out making it harder for viewers to watch? Games like Battlefield Hardlines, while the stream looks fine the recordings come out looking like crap. Not complete crap but it's not crisp and clear, it's kinda got like a greyish blurry hue to it. Hard to explain.
