I want to post a reply to this, i know its a year old, but i had this issue myself recently and only by chance and circumstance (other unrelated events with my pc that happened in the past year) did i figure out what the problem was.
To expand on that, i'll give you a lil bit of my pc history over the last one/two years; I have too many things plugged in and my pc is not the youngest pc out there. I'd notice that sometimes my mouse or my keyboard wouldnt light up as bright, sometimes the keyboard lights went out, sometimes my drawing tablet would lag out on me, the pen would stop responding on occassion etc. I figured out after a while that the problem was a mix of different things: Old usb ports were not giving enough power to my light up keyboard, and the computer was running low on power (maybe due to an old pcu) and so i went out and bought a powered usb strip, which solved ALL my computer problems all at once. However, the strip itself does consume about a devices worth of power, when connected to the computer, even tho it has its own power, the computer for some reason still give it at least 1 devices worth of power draw, which meant that i could only plug about 2 other light-up devices into my computer (seperate from the usb strip) before all my problems came back again. I learned over time that i had to be careful when i had so many usb devices - wireless light up surround headset, light up wireless charging keybaord, wireless mouse, standalone desktop mic, cellphone charging pad, 15.6" drawing tablet etc. I had to put the big power draws on the strip and keep just a few on the computer itself.
Anyway, back to present time. I had this problem with my brand new ripsaw HD card for like 3 days now, trying everything i could think of to fix it and it wasn't until i remembered the power issue that i promptly facepalmed and proceeded to move a few things to the strip, my new mic and headset, a fancy monitor light, and then, once my pc was FREE OF ALL USB devices and had plenty of power, i put my razer ripsaw hd back in..... the sound was crystal clear.
Although this may not be the issue for some of you, i would implore you to try to disconnect as many things as possible, put your razer ripsaw hd in all by itself (or as minimally as you can) and see if that fixes your issue. The problem could be that its just not drawing enough power to properly process the audio at the correct rate. The ripsaw hd will still work with less-than-ideal power, but it fudges up your audio this way. Also i'd recommend that you have the ripsaw directly in your computer (not in a usb strip) and relegate your other devices to a strip, if you have one installed.
