That old card might not have full DX10 support (maybe partial). Or it could be driver related.
Just because you have DX11 installed doesn't mean the hardware actually has the features to make use of it. Also the HD3000 series were DX10, some were partial DX10, some were full DX10. Either way, the feature level of DX10 that OBS is looking for is not on your GPU.
P.S. Even some DX11 GPUs only support limited features in DX10, to which those have the same issues. a good example of this is some older intel integrated GPUs in laptops.

You will more than likely need to use a newer GPU in your machine running OBS.
yup, didn't think it would make a difference, you need a new GPU.
that AMD HD 3000 series card you have came out in 2007-2008.
