Question / Help Artifacts That Only Show After Viewing Final Recording

Hello all, I'm brand new to OBS, and I can't seem to get my quality right. While recording and previewing the stream, everything is crystal clear. No dropped frames, no artifacts, everything's fine. But when I watch the recording after its done, my gameplay is super blurry whenever I move. I've included a video that shows what I mean, as well as the log of all the settings I have. This specific example, I'm going to be doing a local recording only, but I would like to know the best settings for both that, and live streaming. I don't know if I'd have to switch between the two profiles, or if there's one way to make sure it works for both, etc. I don't understand what a lot of the settings mean either, like "Encode in full range", "Enable CBR padding", etc., so an explanation for as many settings as possible that aren't obvious would also be appreciated. You can set separate profiles for recording and streaming.
You won't be able to use both at once (recording at a different bitrate/resolution than you're streaming at) with old obs.
You need to use studio for that.
