Question / Help Appropriate Bitrate

I'm trying to stream 720p of rFactor 2 spectator gameplay, but I can't seem to decide what Bitrate to use.

Here is my speedtest result
http://www.speedtest.net/my-result/4101626090

I put it into the estimator however and it suggests a bitrate of 4 and a buffer size of 2, which isnt even possible.

What bitrate do u suggest cos I want to make these streams as good as they can be.

Here are my settings

In a stream i did i had the bitrate at 2500 with 1280x720 as the resolution, (if I have it at 1500 or lower, the quality is pixelated). and viewers experienced lag. What settings do u recommend I change? And this may be a weird question but what is the thing that causes lag in a stream when streaming with OBS?

you have the appropriate bitrate selected for your quality. Just note, that using NVENC will need more bitrate for the equivalent quality of x264, but anything higher than 3500 bitrate is not recommended by twitch.

Your upload suggests that you should be able to stream at 3500 bitrate without issues. If you are experiencing lag, it could be your system isnt up to the task. What are your system specs?

If I do that it lags
whats up with trying different buffers. That will ruin quality of the stream. Set it to whatever your bitrate is and leave it alone. If you cant do 3500 set it to 720@30fps and do somewhere between 2000 and 2500. Also try a few ingest servers in your area. Like Chicago used to be closer to me but dallas has always run better. When i did a traceroute, all my traffic from kansas city was being routed to dallas so that is the one i use.

I'm using the closest server to me. And I meant the stream buffers if I set it to 2500MBPS, my PC is fine with it. Also is there any way I can check whether a stream is buffering because sometimes on my screen it doesn't buffer but on others it does?
