Hey guys, so I've been streaming quite a bit at some settings that I thought worked quite well, as I haven't been losing any frames and the FPS stays pretty high.. I am curious if there is anyway to reduce the pixelation

And my settings are as follows
Encoding x264 preset, max bitrate is 400, same with buffersize, quality is set to 6. My upload speed is rather bad, maxes out around 500kbps unfortunately, and im not the bill payer so I cannot get the internet changed.
Broadcasting to the Sydney server as its the closest to me, with a delay of 35 seconds.
Video is 1920x1080 down scaled by 2 to 960x540 and running the filter at 'best detail' with FPS to 30
Advanced is set so x264 is on slow, encoding on main.
PC specs are as follows
AMD FX(tm)-8350 Eight-Core Processor
NVIDIA GeForce GTX 750 Ti 2GB
Memory 8.2 GB
Windows 10
