This is fucking crazy... Im so frustrated! I even tried 360p and 30 fps with 3500 bitrate and 7 quality and I still had framdrops in OBS, W T F is wrong?!?!?!?

Despite the fact that yourbitrate/buffer are horribly high, you have 2 gamecapture sources for whatever reason.
You can try and use Windowcapture with Aero Enbabled if you play in borderless Windowed mode, I'm not sure if that makes a difference tho.
Moreover, it could just be that ISPwise something has changed, that gave you bad routing to the twitchservers.
Edit: It could also be your GPU bottlenecking you, but that seems unreasonable.
And you shouldnt add your webcam with 1080p resolution when you are downscaling it to a small portion of the screen anyways.

Dropped frames has nothing to do with resolution, fps, or preset. It 100% has to do with your bit rate, and your connection speed to the server you are streaming to.
So far I've only seen your speed test using Speedtest.net. Can you run a test at http://testmy.net, and also ShaperProbe?

But well. Please tell me from the beginning what should I have for settings etc with this setup, dont bother what I have told before, I wanna try what someone else says I should be able to stream with:

That's not good. Looks like there are some serious problems with your internet connection. Are you on wireless? Can you try running the the test again to see if you can get a result there?
Assuming that 2.3 Mbps measurement is correct, here is what I would recommend:
2000/2000 max rate/buffer
CBR enabled
faster x264 preset
30fps
1920x1080 downscaled x1.5 (Lanczos) to 1280x720
2000 might be a bit high for 2.3 Mbps upload, so you might need to drop that down to 1800 if you are still getting dropped frames.
Tbh I dont think that is correct. I have been at higher upload on torrents so that is not correct, same as download speed, I have downloaded in 11mb/s so it is not valid.
But I did just try to stream and I had 3 people saying its not lagging at all. But only 1 stayed long enough and he said every like 10-15min it came a 3 sec freeze.
This is the settings I streamed with:

Quality balance: 6 (Dont know if it makes any difference when I have CBR enabled)

Lanczos (best detail, 36 samples)

Will probably try 7 quality and fast on cpu preset tomorrow.
The only thing Im concerned at is that my cpu is around 70C when Im streaming black ops 2, and like 65C when Im streaming Mw3 with a H80i cooler...
But I did just try to stream and I had 3 people saying its not lagging at all. But only 1 stayed long enough and he said every like 10-15min it came a 3 sec freeze.
This is the settings I streamed with:
CBR enabled
Quality balance: 6 (Dont know if it makes any difference when I have CBR enabled)
Bitrate: 3500
1280x720
Lanczos (best detail, 36 samples)
48 FPS
Aero enabled
Process Prority: Above Normal
x264 CPU Preset: faster, maybe could try fast too.
Will probably try 7 quality and fast on cpu preset tomorrow.
