Question / Help AMD VCE?

So, the greatest question, or the dumbest one at least....

Ok~ I just got the MSI GTX 1060 6GB and I still have my r9 290x both running fine in my pc.
I'm looking for AMD VCE for Classic OBS.
The reason is I'm trying to use my R9 290x to be used instead of my CPU. not 100% sure if this is even possible.

Question: Where can I get AMD VCE for OBS Classic? And can I use my R9 290x while playing on my GTX 1060?
Note: The R9 I'm wanting to use it as the processing instead of the cpu

If you are still using OBS Classic, please note that this version is no longer supported. While we cannot and will not do anything to prevent you from using it, we cannot help with any issues that may come up. It is recommended that you update to OBS Studio.

AMF (the VCE encoder) is supported natively in OBS Studio.
