Question / Help AMD Raden frame skipping

Sorry for my English, I`m from Russia =^w^=
I`ve got about 50-60% frame skipping when stream is running on my Radeon RX 580 (when using CPU all is fine, but it is too bad for streaming). It has some problems with shader blocks, but I think it doesnt matter. This statred yesterday withot any reason. Reinstalled driver - same problem still here...
Also sometimes 3D games crashed with stream (OBS is still running, but 0 bitrate)

My full config:
AMD Radeon RX 580
Inter Core I5-4460
8 GB RAM
All games, Windows and OBS are running on Sumsung EVO SSD

It`s not connection problem, becaise when I used CPU there wasn`t any problems even on same bitrate. And connection to Frankfurt (server I use) is really good (tested by speedtest). Also I tried to switch servers and nothing changed when I used GPU for streaming. And thanks for reply =^w^=

From the logs you gave, that is 100% a bandwidth issue. The encoder had no issues.

Ok, thank you all and sorry for this. Yes, it was connection issue, set lower bitrate and got 0 dropped frames. Another question why it happened, because till 19th all was good... (maybe because I switched my internet tarification plan, but connection to Frankfurt got better with new one.. How it works??)
