Bug Report AMD Encoder overloaded + crash since today

Hello,
I use OBS for more than one month now and already performed about 20 live stream without any issue.
However, since today and without having changed any settings, I have a lot of issues and cannot stream anymore because the encoder is always overloaded. In fact, even without starting the stream, the CPU is already around 85% !
The only other software used in the same time is Skype (to have somebody else contributing during the stream).
I tried a lot of corrective actions:
- change settings of the output;
- update of drivers of the graphic card;
- modify/update the AMD encoder plugin;
- use x264 encoder instead of AMD;
- update of Windows 10 to 1909;
- run as admin (I didn't do it before and was able to use the software);
- turning off the game mode (it was 'ON' before but I was able to use the software);
- downgrading from OBS 25 to previous versions (I tried 5 different version).
Now, I am completely lost and don't know how to solve this.
Please find attached all the log files I have with all the trials made to solve the issue.
I hope somebody will be able to help me to solve this.
