Question / Help Alreight good build and getting lag heres my info would love help!!!

OK i couldn't upload my log but i attached it to the thread!

alright so i have a good build and not so great internet and i cant stream with out it buffering all the time for my viewers and in good quality at all for some reason i have the settings really low.

I know my internet is slow but i have heard of people still being able to have a quality stream with this speed here is all the pics let me know anything else you want to know.

i know the x264 cpu preset it set to superfast but i was just trying it to see if it would help.
i am mainly streaming Counterstrike Global offensive as well. any other questions please ask just trying to figure something out. thank you hope i find something

really nothing i have no fps drops good ping and i get horrible stutter still in game cpu is hardly being used network looks good and i cant figure it out please help anyone
