Question / Help All video quality for non partners?

Someone could explain me how non partners can stream with all video quality ?
Some new guy with 3 visits have Soure, high, medium and low

Then why i cant subscribe him ?
And how he get partner when streamed 2 times ?

Probably already had a youtube audience or such. Subscribe button is not necessarily enabled by all streamers.

Twitch does give a source button on the fly to non partners when they have more resources available. It is suppose to give resources to the top streams at that time not partnered, until Twitch uses up whatever of their resources they have in that "extra" pool.

So if that streamer is streaming at an off hour they could get the source button with very few viewers. I have seen people with 10 viewers at late hours get it. Also once you get it you will keep it for your entire stream until you stop streaming. So if you get 30-40 people who pop in because of a raid or whatever, you get a source button, and everyone leaves. You still keep it until you stop.

With so many people streaming now it is much harder to hit that "free encoding".
