Question / Help all driver are up to date and i have dx11 but wont work why???????

I'm guessing this is a laptop that only has intel mobile graphics. You have directx 11 installed, yes, however your graphics adapter is unable to use it, and therefore unable to use OBS because OBS requires at least directx 10.1 support from the adapter. This is simply due to lack of capabilities on that particular laptop.
 
thats an old as fk cpu ... the only thing you actually have is software supported dx11 but you are not even close to hardware supported and since obs needs an hardware supported dx10.1 gpu you wont be able to do anything and since it looks like an notebook you cant even upgrade your hardware
