All audio on computer starts to have loud static feedback the moment I open OBS

I have been using obs for a while now but when it comes to audio stuff I am kind of an idiot. Someone had a similar problem here; https://obsproject.com/forum/threads/sound-issue-when-opening-app.191040/ .

Basically all audio will be fine until I open OBS, then its chaos loud static cant hear a thing. I have a focusrite scarlet audio interface and even after I close the program I have to restart the audio interface in order to get things back to normal. I have uninstalled different drivers and removed all sources on OBS. I am starting at square one but have the program open with no issues at the moment. However I would like to know what exactly the problem was so I dont just dont just run into this again.

If that was the problem (because so far so good after uninstall) how do I use EOS Webcam Utility? can I reinstall it or do I just have to find a different way?
